William B. Donahue serves as President of Decorus Imperium, where he oversees operations, strategic partnerships, legal and contractual matters, and institutional growth. His work focuses on the intersection of private capital, national security, defense innovation, critical minerals, energy, and strategic supply chains.


Will holds a J.D. from Notre Dame Law School, where he received Faculty Awards for Excellence in Modern Constitutional Theory under Justice Amy Coney Barrett and in Foreign Corrupt Practices Act coursework under Professor John Ross. His published legal work includes Law as Reason, Not (Mere) Will, a constitutional law essay published in The New Digest.


At Decorus Imperium, Will applies his legal training and institutional background to support the firm’s investment and advisory work, including partnership structuring, contract analysis, diligence support, external relations, and execution across regulated and strategically significant sectors.


Before joining Decorus Imperium, Will founded and led organizations across institutional strategy, public affairs, communications, talent recruitment, and organizational development. He has served as a consultant and advisor on projects in the United States, Romania, and Greece, helping clients and partners navigate stakeholder management, strategic communications, coalition development, and long-term institutional planning.


As President, Will works to strengthen Decorus Imperium’s operating structure, expand its strategic relationships, and support the firm’s broader mission of advancing American industrial capacity, technological superiority, and national resilience.
