
Luke Hally is Head of Investor Relations for Europe at Decorus, where he connects accredited investors, family offices, and institutional partners with cutting-edge and dual-use technology opportunities. Luke leverages over a decade of high-level policy and investment experience, as well as extensive network building, to position Decorus as a trusted bridge between European stakeholders and U.S. innovation.
A seasoned public affairs and policy strategist, Luke has built an extensive network across EU institutions, industry associations, and private sector leaders. His expertise spans trade, security, and defence policy, with a particular focus on EU–Asia geopolitical affairs, multilateral security cooperation, and trade risk foresight.
Before joining Decorus, Luke worked on interoperability, military research, and digital transformation initiatives for European land forces at the European Army Centre for Interoperability. He also held research leadership positions at the Heidelberg Institute for International Conflict Research (HIIK), where he directed Central Asian conflict analysis and contributed to policy solutions for force interoperability and human security.
His earlier career includes roles at the European Commission, the Trinity Centre for Asian Studies, and the EU political media outlet Euractiv, where he managed communications for EU affairs. Luke’s published work in Defence & Security Analysis and The European Defence & Security Union magazine informs senior decision-makers on emerging security risks and EU strategic objectives.
