Luke Hally leads European investor coverage at Decorus Imperium, driving the firm’s capital relationships across key financial centers and investment communities throughout the region. He is focused on originating and deepening partnerships with institutional investors, family offices, and strategic stakeholders, while channeling European capital into high-growth, dual-use technology opportunities aligned with the firm’s global strategy.

Luke brings over a decade of experience at the intersection of policy, investment, and strategic communications, underpinned by a robust network spanning EU institutions, sovereign stakeholders, industry groups, and private capital allocators. His ability to navigate complex regulatory and geopolitical environments enables him to effectively connect European investors with global innovation platforms, particularly in sectors shaped by security, defense, and emerging technologies.

Prior to joining Decorus Imperium, Luke played a key role in advancing interoperability, military research, and digital transformation initiatives for European land forces at the European Army Centre for Interoperability. He also held senior research leadership responsibilities at the Heidelberg Institute for International Conflict Research (HIIK), where he led Central Asia conflict analysis and contributed to policy frameworks addressing security cooperation and human resilience.

Earlier in his career, Luke worked across prominent European institutions and organizations, including the European Commission, the Trinity Centre for Asian Studies, and Euractiv, where he specialized in EU affairs, strategic communications, and policy analysis. His published research in Defense & Security Analysis and The European Defense & Security Union has informed senior policymakers and industry leaders on emerging risks, trade dynamics, and Europe’s strategic priorities.
