
Lembit Öpik is an accomplished public-affairs, strategic-communications, and institutional-relations professional with more than three decades of experience spanning government, multinational business, consulting, advocacy, and broadcasting. As Head of the United Kingdom Desk at Decorus Imperium, he leads the firm’s UK investor-relations and public-affairs activities, with particular emphasis on UK–US engagement.
Based in England, Lembit has developed an extensive network across the United Kingdom’s political, financial, commercial, and media communities. His experience engaging government officials, parliamentarians, corporate leaders, investors, trade associations, and community representatives enables him to build productive relationships across institutional and ideological boundaries.
Beyond Parliament, Lembit founded the aviation company West European Air Services and has undertaken a range of business and advisory roles. He serves as Director of Communications and Public Affairs for the Motorcycle Action Group and has served as Head of Public Affairs for the Association for Relocation Professionals. Following his work as a BBC broadcaster, he launched the independent television platform Unprecedented TV.
Earlier in his career, Lembit served for thirteen years as the Member of Parliament for Montgomeryshire, winning election three times between 1997 and 2010. He became Leader of the Welsh Liberal Democrats in 2001 and held shadow portfolios covering Northern Ireland, Wales, education, business, and housing. As his party’s Northern Ireland spokesman, he played an active role across a decade of the peace process, contributing to the negotiations surrounding the 1998 Good Friday Agreement and the subsequent work of implementation, decommissioning, and restoring devolved government. He also helped develop housing proposals that were later adopted by the UK government in 2010.
Lembit earned a degree in Philosophy from the University of Bristol in 1987. He subsequently joined Procter & Gamble, initially working in advertising on flagship consumer brands before becoming Global Human Resources Training and Development Manager. In that role, he helped redesign training programs supporting approximately 120,000 employees worldwide. His career reflects a longstanding commitment to two principles he regards as fundamental to human advancement: the right to learn and the right to earn.
At Decorus Imperium, Lembit is responsible for strengthening the firm’s investor and strategic-partner ecosystem across the United Kingdom. He cultivates relationships with institutional investors, family offices, private-capital sources, corporate partners, and public-sector stakeholders while supporting opportunity identification, diligence, strategic communications, and market development. Working with the President, Chief Executive Officer, and Chief Investment Officer, he helps connect British capital, expertise, and institutional relationships with Decorus Imperium’s global investment strategy.
