David Crouch II, CEO/CIO
David Crouch II is the CEO and Chief Investment Officer of Decorus Imperium. David began his finance career trading stocks at the age of thirteen and launched a global financial literacy organization at the age of fourteen. Since then, he has been committed to paving the way for Generation Z in the world of finance through education and career guidance. Currently, the financial literacy organization is active in 36 countries, and it is growing every day.
In addition to his renowned career in finance, David extends his economic expertise to the realm of policy-making, advising on key issues in Congress, both in the House and Senate. His role encompasses critical areas such as supply chain efficiency, tax policy refinement, and the sustainable management of natural resources, each vital to the nation's security and economic stability. David collaborates with officials from the Department of Defense, the Department of Treasury, State Department and the Department of Commerce on policy discussions. In these high-level consultations, he brings a depth of knowledge and strategic insight that shapes effective and informed policies. His contributions in this realm underscore his profound commitment to economic advancement, reflecting a deep-seated patriotism and unwavering devotion to the well-being of America.
Continuing from his contributions in policy-making, David also lends his acumen to the cryptocurrency sector. With over nine years of experience in this rapidly evolving field, he plays a supportive role in assisting the development and regulation of cryptocurrencies. His efforts are currently involved on contributing to the creation of regulatory frameworks for Centralized Exchanges, Decentralized Exchanges, Initial Coin Offerings, and Decentralized Finance. David's engagement in this field demonstrates his commitment to merging traditional financial wisdom with cutting-edge financial innovations, fostering a balanced and forward-thinking approach to the incorporation of these technologies into the global economic system.
He has collaborated with Trinary Capital on various investment banking projects, including solar arrays and LNG refineries. Currently, he advises on oil and natural gas solutions in Eastern Europe, focusing on national security and defensive supply chains in the region. His international experience also extends to the Balkans and Southern Europe, where he has partnered with foreign governments on the extraction and refinement of mineral resources.
David completed the Yale Financial Markets curriculum with honors and the Duke University Behavioral Economics curriculum. David is pursuing his Masters in Finance and a Masters in Data, Economic Development, and Policy at MIT. In addition to his Masters program, he self-studies a multitude of economic theories including, Mechanism Design Theory with Bayesian applications, New Trade Theory, the Case Shiller Index, the Yield Curve, and Interest Rate Model theories.
Christopher Moritz, General Counsel
Christopher Moritz is the General Counsel of Decorus Imperium. He is a seasoned M&A executive and lawyer, experienced in international business development and corporate finance. Chris began his career in private equity as a Senior Associate at Revolution Capital Group in Los Angeles, where he originated dozens of transactions with an aggregate deal value of more than USD1 billion.
Chris has consulted with leading public and private investment funds and assisted clients with complex corporate transactions and special situations, providing outside counsel, commercial due diligence, and valuation opinions.
Chris was a Vice President in the cross-border M&A group at Essence Securities, one of China’s leading investment banks, where he was based in Shanghai. Chris was the most senior Western executive at the bank and executed transactions on behalf of multinational corporations and Chinese public companies in Asia, North America, Europe, and the Middle East.
Additionally, Chris served as a White House-appointed Senior Advisor to the Assistant Secretary of the U.S. Department of Commerce. In this role, Chris worked on trade-related policy initiatives including the U.S. China Phase I Trade Agreement, and he was attached to the Commerce Department CFIUS task force. Chris originated several Presidential executive orders and inter-agency projects related to U.S. China investment and security.
Chris has extensive experience in private equity business development and strategy, and in sourcing proprietary deal flow. Additional client work has focused on geopolitical risk consulting, with specific engagements pertaining to Huawei subsidiaries, cyber and infrastructure security, and technology I.P. theft.
Chris holds a Juris Doctor from New York University School of Law, a Master of Philosophy from the University of Cambridge, and a B.A. from UCLA. Additionally, Chris is a licensed attorney and member of the New York State Bar.

Fred has a 35 year history including over 500 successful property acquisitions, development and re-sales. Fred owns interest in and oversees a national property portfolio fast approaching $1,500, 000,000 in value. One of several notable projects include the Wilshire Union Center, the largest land parcel privately owned on Wilshire Boulevard west of Downtown Los Angeles to the beach.
Fred attended the University of Southern California. His active participation in the community has earned him several awards and accommodations including the City of Los Angeles Mayor Certificate of Appreciation Award for the Improvement of the Model Neighborhood Program Target Area.
